Regarding LICE exam for JTO Post and Personal Up gradation of Qualified TTAs to JTO

15-09-2012 : WP against LICE for promotion to JTO Cadre dismissed by Kerala High Court: The Kerala High Court on 14-09-2012 has reportedly dismissed the petition against holding of LICE for promotion to JTO Cadre. The amendment in R/R of 10 to 7 years service will have retrospective effect and not prospective. The Judgement Copy is awaited. The parties should realize that the litigation is spoiling the future prospects of the employees.



19-09-2012 : An earnest appeal:- Kerala High Court has dismissed the WP against holding of Departmental Examination for promotion to JTO Cadre. The employees eligible to appear in 35% and 15% quota have suffered much due to non-holding of the examination since formation of BSNL. Officiating JTOs are also suffering due to litigations. Therefore, NFTE HQR sincerely appeal to parties concerned to sit together and sort out the issues.

NFTE's present Appeal to concerned to sit together and sort out. Two years back TEPU had taken up the issue of Officiating JTOs with the management demanding regularisation on personal up gradation. We have submitted a brief note justifying our demand. We held repeated discussions with various BSNL authorities. The Convenor of OJTO Association Sri.Kabeerdas also participated along with us in the discussions. Though the management agreed with our approach, they regretted their inability to issue orders due to the pending "Contempt Case" against CMD on the subject. Subsequently, we notified this item of personal up gradation for discussion in National Council. The representative union also agreed with the proposal and the issue was discussed in National Council, in which the Convenor OJTOA was present as a visitor. However, the management closed the item on the grounds of subjudice. Then we attempted for bringing an understanding between SNATTA & OJTOA. We explained in detail to GS SNATTA through e-mails on the subject of up gradation. Unfortunately SNATTA took a stiff position resulting in us to drop further approach. Some months back, representative union published in their web stating that both SNATTA & OJTOA have agreed to sit and sort out the matter. Thereafter, nothing surfaced about the proposal. Now NFTE,referring dismissal of WP by Kerala High Court,  has appealed to the concerned to sit together and sort out and thereby to see that JTO examination under 35% and 15% quota are held. While we agree with the expressed feelings of NFTE and assure our possible support in resolving the matter  we also wish them success in their expectation.


The JTO (O) Association is always ready to discus across the table for the settlement of Court cases / LICE Exam for JTO Posts / Personal Up gradation of Qualified TTAs to JTO.

We are also requesting to all the General Secretaries to pressurise the BSNL Management regarding closure of Contempt Court case at High Court Chandighad, which was linked, with the WP against LICE for promotion to JTO Cadre dismissed by Kerala High Court.
