Today Our Central Coordinator along with Sri J.Saibaba AIBSNLEA AP Circle Secretary met AIBSNL GS Sri Prahlad Rai at Hyderabad and discussed the following issues and latest developments. .
2) LDCE Examination before Regularization of O JTOs.
3) Regularization through Personal Up gradation.
Today evening at 1630 Hrs all Officiating JTOs in Hyderabad are going to meet Sri Prahlad Rai at Vasavi Club, Saifabad.

Sub:- Regularization of all qualified officiating JTOs by a one- time personal up-gradation-
Urgent step to be taken before conducting the ensuing JTO LICE
Ref:- Our latest letter No. AIBSNLEA/CHQ/CMD/2013 dated 25-02-2013 addressed to the CMD, BSNL on the above subject.
Sir,
Kindly refer to your letter dated 25-2-2013 cited above addressed to the CMD with reference to a series of correspondences already made by the association demanding regularization of all qualified officiating JTOs by a one-time personal up-gradation. We have placed the following suggestion/ demand before the competent authority to protect the interest of the affected group of officiating JTOs, in view of the JTO-LICE declared to be conducted before a proper settlement of their genuine issues. Our request as quoted from the letter dated 25-2-2013 reads as follows:-
“
(1) If personal up-gradation cannot be completed before the conclusion of contempt case, please issue an order stating that those TTAs who stand qualified as per 1996 RR or previous RRs and now officiating as JTOs for the past several years after getting phase-I training, will be exempted from appearing for the ensuing JTO LICE, in view of the proposed up-gradation. Their regularization will be decided before giving posting to the successful candidates of the ensuing LICE. (But those who are eligible for appearing LICE in this group, as per age and educational qualifications prescribed in the current RR can appear in the LICE if they are willing to contest in the LICE also).
(2) It may also be clarified that, the seniority of all those who are exempted now and regularized through up-gradation later, will be decided as per the rules regarding fixation of seniority prevalent for the cadre.”
We would therefore request you to kindly take necessary action as suggested above to
protect the interest of 2500 JTOs(Offg.) and also the BSNL’s interest.

Emergency Central Executive Committee Meeting was held on 19-03-2013 at T-15,Atul Grove Road, New Delhi. The following points were discussed.
1) LDCE for JTO.
2) FR22 (1)a(1).
3) Regularization through personal up gradation.
The next meeting will be intimated shortly. Our Central Coordinator along with some state coordinators met Sri Abhimanyu, Sri Suresh Kumar and Sri R.Venkataraman and discussed the latest developments regarding our issues.

All the Officiating JTOs are requested to wear Black Badges today and make it grand success to protest against the prolonged delay by the BSNL Management for Regularization of Officiating JTOs through Personal Up Gradation.
All the State Coordinators are requested to please confirm your journey to Delhi for participating in Emergency Central Executive Committee Meeting on 19-03-2013.

Our Central Coordinator met concerned officers in Corporate Office for the implementation of FR22 (1)a(1). They said that they have not received Certified copy of judgment. Sri Kabirdas submitted the Certified Copy to the concerned. And also submitted the letter for implementation with in 15 days in which stating that we my be may be forced to go for contempt if not implemented.
Our Central Coordinator also met Sri Prahlad Rai AIBSNLEA GS for the early implementation of FR22 (1)a(1) and discussed the latest developments regarding Regularization of Officiating JTOs through Personal Up Gardation.

The clarification given by the BSNL corporate office “Officiating JTOs will have to appear in the LDCE to become regular JTOs and hence there is no question of keeping any JTO vacancy reserved for them” has come out because of Our Central coordinator and BSNLEA GS letters to the BSNL management to exempt the Officiating JTOs from the LDCE. This doesn’t mean that all the Officiating JTOs are eligible for LDCE. The BSNL management saying that those Officiating JTOs who are eligible for LDCE can write the examination to become Regular JTO.

Maharastra Circle SSA coordinators and active members meeting was held on 03-03-2013 at Pune, Bajira Road Telephone Exchange under the Chairmanship of Sri Parnerkar and Sri B.D Wani. In the meeting after a long debate the following resolutions passed.
1) Extending full support to State Coordinators Sri Parnerkar and Sri B.D Wani in all the future programs in the State and CHQ.
2) Extending full support to Central Coordinator for the future programs.
3) Agitation program by wearing Block Badges on 16-03-2013 through out India.
4) Hunger strike Program at SSA head quarter as per the dates fixed.
5) Dharna Program at Circle office at Bombay.

All the Unions / Associations are requested to extend their support for the agitational program by the Officiating JTOs.

All the MH Circle members are requested to attend the meeting without fail to discuss about the latest developments and future course action.

Our delegation along with Central Coordinator attended the Open Session in Extended Central Exucutive Commitee meeting of BSNLEU on 28-02-2013 at Warangal, AP. After the meeting we met Sri P.Abhimanyu personally and discussed about the developments regarding Regularization and FR22(1)a(1) implementation. He says that he will peruse FR22(1)a(1) implementation and assured that he will make all efforts to Regularize the Officiating JTOs .
