1)   Implementation of FR 22 (1) a (1) by giving the representation to their respective CGMs.  

 (If it is not implemented immediately)

2)   Filing of cases in the respective State CAT Benches requesting relief with individual names for the   order given in the PCAT, New Delhi.

Regarding FR 22 (1) a (1).

FR 22 (1) a (1) case OA 1282/2010, CP 515/2013 heard on 13^th March 2014 in PCAT New Delhi. Our Advocate Smt Rani Chabbra and BSNL side Advocate Sri Sameer Agarwal. BSNL advocate submitted the compliance report that order issued on 01-01-2014 to the Heads of Circles to implement the Judgement. Our Advocate argued that there is no dispute in the order, but she requested it should be implemented to all the Officiating JTOs throughout the India and also informed that order is mot implemented to any one in any where India. But the Hon’ble Judges MR. George Parecken and Sri Shekhar Agewal not convinced for All Officiating JTOs inclusion but the applicants and all BSNLOA members will get the benefit as per first OA and also directed the BSNL to implement the order within two months . Our delegation Sri N. Kabeerdas, Sri Y. Ramakrishna Rao, Sri M Rajender Reddy, Sri U.Kanaka Raju and Sri B.D. Wani attended the court. Some important information will be given through Mail for all State Coordinators regarding FR 22 (1) a (1). 

Regarding Implementation of FR 22 (1) a (1)

All the State and SSA Coordinators are requested to pursue FR 22 (1) a (1) Pay Fixation for all Officiating JTOs (BSNLOA members). The format for Individual Representation to their respective CGMs for implementation of FR 22 (1) a (1)  will be sent to the State Coordinators through Mail.

Regarding Regularization.

Our delegation met Sri Sebastin GS SNEA INDIA, Sri Wanked AGS SNEA INDIA and discussed about FR 22 (1) a (1) and Regularization and seniority issue. Our delegation also met Sri P.Abhimanyu GS BSNLEU, Sri VAN Namboodri President BSNLEU, Sri R.P. Sharma GS BSNLOA, Sri Suresh Kumar Secretary General BSNLMS and discussed the same and requested them to put their efforts for early completion of RR Amendment process and for Regularization orders. The delegation also met GM Estb Sri R.K.Goyal and AGM Pers-IV Sri A.K. Singh along with Sri Prahlad Rai GS AIBSNLEA and had a detailed discussion regarding Regularization process, Seniority through Amendments in JTO RR 2001 called as JTO RR 2014. As per present moment of the JTO RR Amendments file after MC meeting in the next week i.e. on Wednesday it will go for BSNL Board Approval. We are pursuing seriously with continuous efforts and we expect that for completion of all the process and Regularization Orders by the end of May 2014. 

Regarding MH Circle Officiating.

The delegation also pursued with GM Estb. Sri R.K.Goyal through Sri Suresh Kumar regarding MH Circle Officiating orders which are pending from Jan 2014. Sri Suresh Kumar spoken with Sri Kulakarni CGM MH Circle, Sri Malhotra GM HR MH Circle and Sri Mukesh Mangal DGM after consultation with Sri R.K.Goyal GM Estb C.O. They said that the orders will be issued in the next week i.e after Tuesday.

Our Delegation met Sri Prahlad Rai at Hyderabad AIBSNLEA District conference

Hyderabad SSA Officiating JTOs attended the Open Session on the occasion of 6^th District Conference of AIBSNLEA at Asman Mahal, Hyderabd on 07-03-2014. After the Meeting our delegation met Sri Prahlad Rai GS AIBSNLEA personally and discussed about our Regularization issue. He told that next week amendments in JTO RR 2001 called as JTO RR 2014 will put up for Approval of Management Committee. After MC approval it will go for BSNL Board Approval. After completing all the process the Officiating JTOs will get the Regularization orders by the end of May 2014. Our GS addressed the gathering in the Open Session of AIBSNLEA.

Extract from AIBSNLEA site regarding Regularization of Officiating JTOs through JTO RR 2014.

04.03.2014: GS , AGS (Finance) met GM (Estt.) BSNL Corporate Office and discussed regarding framing of JTO RR 2014.  GM (Estt.) mentioned that committee meeting was over yesterday to finalize the JTO RR 2014 draft, the minutes of the meeting are being prepared and the report  will be submitted to BSNL management committee meeting in the next week for considering and approval thereafter it will be put up to the next BSNL Board meeting. He estimated to compete the whole exercise up to May 2014 to notify  the new JTO RR 2014.

He briefed regarding seniority, eligibility age limit etc. e.g. the seniority of  all the LICE qualified JTOs will be above to all recruited JTOs as per JTO RR 2014. The seniority will be fixed up on the basis of year of vacancy. All the officiating JTOs will be regularised as per JTO RR 2014 immediately. The eligibility age limit may be reduced from 7 years of service to 5 years of service as we have been demanding. On promotion from TTA to JTO one increment benefit will be granted as per rule on the JTO basic pay of Rs.19020/- . We requested to grant two increments benefit on promotion .  

Latest status of Our Regularization Issue through Amendments in JTO (T) RR.

JTO (T) RR Amendment committee meeting was held on 03-03-2014. Establishment section is preparing the minutes of the meeting. Shortly it will go Management Committee for Approval and after that BSNL Board Approval.
