Our Association delegation met Sri P.Ashokbabu Vice President BSNLEU at Hyderabad to congartulate him and discuss about the  Personal Up gradation, FR22 I(a)I case, Withdrawal of FR22 I(a)I at Kerala Circle for the 190 Officiating JTOs and remaining cases relating to FR22 I(a)I and Regularization through Personal Up Gradation.

Again our delegation is planning  to meet Sri P.Asokbabu on 25-10-12 to discuss the latest situation on all above issues.

Regarding LICE exam for JTO Post and Personal Up gradation of Qualified TTAs to JTO

15-09-2012 : WP against LICE for promotion to JTO Cadre dismissed by Kerala High Court: The Kerala High Court on 14-09-2012 has reportedly dismissed the petition against holding of LICE for promotion to JTO Cadre. The amendment in R/R of 10 to 7 years service will have retrospective effect and not prospective. The Judgement Copy is awaited. The parties should realize that the litigation is spoiling the future prospects of the employees.



19-09-2012 : An earnest appeal:- Kerala High Court has dismissed the WP against holding of Departmental Examination for promotion to JTO Cadre. The employees eligible to appear in 35% and 15% quota have suffered much due to non-holding of the examination since formation of BSNL. Officiating JTOs are also suffering due to litigations. Therefore, NFTE HQR sincerely appeal to parties concerned to sit together and sort out the issues.

NFTE's present Appeal to concerned to sit together and sort out. Two years back TEPU had taken up the issue of Officiating JTOs with the management demanding regularisation on personal up gradation. We have submitted a brief note justifying our demand. We held repeated discussions with various BSNL authorities. The Convenor of OJTO Association Sri.Kabeerdas also participated along with us in the discussions. Though the management agreed with our approach, they regretted their inability to issue orders due to the pending "Contempt Case" against CMD on the subject. Subsequently, we notified this item of personal up gradation for discussion in National Council. The representative union also agreed with the proposal and the issue was discussed in National Council, in which the Convenor OJTOA was present as a visitor. However, the management closed the item on the grounds of subjudice. Then we attempted for bringing an understanding between SNATTA & OJTOA. We explained in detail to GS SNATTA through e-mails on the subject of up gradation. Unfortunately SNATTA took a stiff position resulting in us to drop further approach. Some months back, representative union published in their web stating that both SNATTA & OJTOA have agreed to sit and sort out the matter. Thereafter, nothing surfaced about the proposal. Now NFTE,referring dismissal of WP by Kerala High Court,  has appealed to the concerned to sit together and sort out and thereby to see that JTO examination under 35% and 15% quota are held. While we agree with the expressed feelings of NFTE and assure our possible support in resolving the matter  we also wish them success in their expectation.


The JTO (O) Association is always ready to discus across the table for the settlement of Court cases / LICE Exam for JTO Posts / Personal Up gradation of Qualified TTAs to JTO.

We are also requesting to all the General Secretaries to pressurise the BSNL Management regarding closure of Contempt Court case at High Court Chandighad, which was linked, with the WP against LICE for promotion to JTO Cadre dismissed by Kerala High Court.

Regarding FR22(1)A(1) case :- SLP No 4583/ 2012  filed by BSNL Management against Officiating JTOs in Supreme Court after submitting of Rejoinder Affidavit by the management it is listed on 29-10-2012.

Regarding Contempt case:-  COCP No 1431/2008 filed by BSNL TTAs against BSNL Management at Chandighad High Court posted on 01-11-2012 for next hearing.

Our delegation Sri B.A.Rao, Sri Md.Wala, Sri S.P. Parik and Sri D.G Patel attended the open session at All India CWC meeting of AIBSNLEA held at Ahmedabad on 23rd & 24th August and met Sri Prahlad Rai General Secretary AIBSNLEA and Director HR Sri A.N.Rai. The JTO (O) A BSNL INDIA convey our sincere thanks to sri Prahlad Rai G/S AIBSNLEA on giving a letter to CMD BSNL regarding long pending COCP 1431/2008 case of CHANDIGARH facts once again.

The same information was brought to the notice of CMD BSNL in the year 2010 by central coordinator after  taking the  information under RTI from GMTD. ROHTAK, GMTD.JIND,GMTD FARIDABAD and GMTD KARNAL for all the petitioners of 5608/2007 case. The same copy was also given to sri Prahlad Rai .It was discussed in the AICWC also on 12/05/2012.Recently after getting the information under RTI Act 2005 by sri Dushyant Kumar and Kulvinder Singh also Sri.Prahladrai wrote a letter.....

ALL INDIA CWC AT HYDERABAD 12-05-12

The all India CWC of JTO(O)A BSNL I is being held at Hyderabad at Tourist Plaza Hotel-Kacheguda on 12-05-2012 under the chairmanship of Sri.Y.Ramakrishna Rao. The CWC welcoming of dialogue with SNATTA and our association with co-operation of BSNL_EU. The CWC also resolved all pending court cases shall be finalized by both parties.It also resolved to settle down  the personnel up-gradation/super numerary  as early as possible. Seniority/promotion related issues also deeply discussed in the CWC.


R.ADAM, B.D.VANI , MANJUNATH and K.BABU addressed the CWC. The Central co-ordinator explained in detailed regarding pending issues like court cases and personnel up-gradation duly offering the suggestions from all the AP SSA and Circle Co-ordinators. Sri.N.G.Raghavedra Rao has given vote of thanks.

The contempt of court case against creation of 3500 supernumerary JTO Posts (COCP 1431/2008, CM 17645CII 2008, CM 13010CII 2011, CM 13011CII 2011)  came for hearing on 17-04-2012 in the Hon'ble High Court, Chandigarh in court hall No-11 with Sl.No. 201, after hearing the arguments Hon'ble Justice Sri Suryakanth  directed BSNL Management to submit the judgment copy of Hon'ble High Court Kerala on this issue. The case is posted to 30th April,2012. Central Co-ordinator Sri N.Kabirdas and M.Rajender Reddy attended the court on 17-04-2012.

KERALA OFFICIATING ORDER

Kerala circle issued local officiating promotion in the cadre of JTO's
Vide letter No. HR-III/2-5/JTO (Offg)/ 2011/25     dated at Tvm the 31-03-2012
126 officials may be regulated as per FR 22  (1) A(1) and it shall be subject to the out come of WP(C)23141/2010 and connected cases filed by BSNL before the Hon'ble High Court of Kerala.

Vide letter No. HR- III/2-5/JTO (Offg)/ 2011/26    dated at Tvm the 31-03-2012
190 officials may be regulated as per the restriction under FR 35

BSNLEU SERIOUSLY PURSUING REGULARISATION OF OFTG JTO's AND LICE EXAM FOR DR TTA's

The BSNLEU is seriously pursuing for regularisation of officiating JTO's and LICE exam for DR TTA's
Com P.Abhimanyu ,GS and discussed with N.Kabeer das GS JTO(O)A BSNL I and Dharmendra verma GS SNATTA , regarding the pending of cases in different courts.......Our association expressed our views and we hope that a meeting might be conducted under the leadership of GS, P.Abhimanyu . Our association is very thankful to Sri P Abhimanyu and Sri P Asoka Babu

CHANDIGARH COURT CASE COCP 1431/2008 0N 18-04-2012

The Chandigarh court case COCP 1431/2008 will be heard on 18th April 2012 we hope that it may be last and final hearing and are expecting judgement in favour of BSNL ....After this judgement our long pending legitimate demand of regularisation/supernumerary/personnel up gradation will be processed as per management  assurance given to unions and associations ...

BSNL IS NOW THE ALL INDIA CHAMPIONS OF VOLLEYBALL !!

The BSNL won the All India PSU's Volleyball Tournament Championship which was held at Madhya Pradesh . The All India BSNL Volleyball team was selected by N Kabeer Das , Chief Referee for the 11th All India BSNL Volleyball Tournament at Bangalore,Karnataka.

CAT ORDER FOR APPEARING SDE LDCE EXAM FOR OJTOs

Central co-ordinator met CGM, DGM (A), AGM (Rect), AGM (Vig) AP Circle and submitted the court judgement for issue of Hall permits for SDE LDCE and also sent the Judgement copy through FAX to the Corporate Office New Delhi. Waiting for the departmental decision. Any further development will be intimated immediately through blogg.

CENTRAL ADMINISTRATIVE TRIBUNAL HYDERABAD BENCH
OA No 232/2012 and 233/2012 Date of Order 02-03-2012.

Considering the facts of this case the balance of convenience lies in grant of Interim relief. Accordingly it is ordered that the applicants here in be permitted to appear in the LDCE for the promotion to the post of SDE which is due to be held on 04-03-2012. The result of the applicants be placed in a sealed cover and shall not be announced without the leave of this Tribunal. There is no bar to announcing the results of other candidates taking the Examination.

BSNL appeal is rejected in Hon.High court Madhya Pradesh yesterday regarding interim permission to appear in SDE Competative Examination granted by CAT Jabalpoor for 9 OJTOs. BSNL is now going to issue admit card on friday.



All Elligible Officiating JTOs intention is not to stop the LDCE for SDE. We are trying to upgrade ourself by writing the examination.
