Court Case 136/2008

The Delhi principle CAT Court Case 136/2008 hearing was on today. The TA No. 578 departmental advocate Shri Agarwal and our advocate Shri Puneet Varma discussed matters regarding our issue. The petitioners advocate Shri Rani Chabra did not attend.Again the case will be posted on 26/05/2009.
The Maharashtra circle Aurangabad SSA meeting was held at CPO, IQ in the presence of central co-ordinator today and was a success.

NEW DELHI TOUR

The state coordinators of AP Shri Y. JTO Promotion/supernumerary/meetings

A meeting was held at Madhurai(SSA) on 03-04-2009. 40 officers attended the meeting.State co-ordinator Shri Adam TN, Shekhar and Ramdin district co-ordinators attended the meeting.
In Gujrath, the meetings were held at Baruch(SSA), Baroda(SSA) and surat(SSA).The meetings were organised by Shri Y.V Patel, V.F.Christian, H.A>Patel, ANsari, Pandey, K.g.Nimarkar, J.M Limbachi, M.Patel, M.V Shaik.The State Co-ordinator Shri B.A,Rao addressed all the meetings.
In Andhra Pradesh emergency meetings took place at Eluru, Vishakapatnam, Nellore, Anantapur, Tirupathi, Nizamabad, Khammam, Kurnool, Vijaywada and Rajamundry.The meetings were conducted by District co-ordinators Shri Tilak, Niranjan, Sai Prabhakar, Pulliah, Allah Baksha Eramareddy, Muraikrishna, Venkatesh, Adinarayana, Hanuma Reddy, Raja Babu, Raju, Valli, Ravikumar, Dayanand, Ravindrababu, Kuppuswamy, Gurumurthy, Basha, Rami Reddy and others.
All the above meetings unanimously came to a conclusion that immediate promotion of JTO as one time measure/supernumerary.

NEW DELHI/MEETINGS

The central coordination committee is going to NEW DELHI on 05/04/2009 for our long pending JTO promotion/(supernumerary).The committee will also meet CMD / director HRD /and concerned officials.All the state coordinators and SSA coordinators are requested to get in touch with central coordinator and treasurer.

Various meetings are being conducted in different circles like in Karnataka, the meeting will be held on 02/04/2009 at Bengaluru, Madhya Pradesh(MP), the meeting will held on 05/04/2009 at Bhopal, Gujrath the meeting will be held on 02/04/2009 at Ahmedabad regarding JTO promotion.

All 2173 officials of JTO(O) also should get arrears of 9850 scale on par with regular JTO's.There should not be any examination of LDCE in 35%.Also there should not be any relaxation of service condition from 10 years to 7 years.
Untill and unless clearance of the wait list JTO(O) all over india 14 circles.

Coimbatore SSA meeting(Tamil Nadu)/ERODE SSA

The Coimbatore meeting which was held in CTO building was a grand success. The ERODE meeting held in Telephone BHAVAN. ERODE At 18.00 HRS ON 21-03-09 was also a grand sucess. P.Chennakesavan,R.Adam,G.Thirumoorthy & R.Manikandan addressed the meeting.

The following resolutions were passed in both meetings..
1)Steps were taken for ONE TIME UPGRADATION from TTA's to JTO's.
2)Relaxation of service condition 10 years to 7years to BSNL TTA's should be stopped.
3)35% quota to BSNL TTA's should be challenged.
4)Extening full co-operation to CHQ.

5608/2007 contempt courtcase hearing is expected on 29/04/2009.The BSNL management will submit the detail reports regarding diversion/supernumerary posts,
The Kerela court case of FR221A1 implementation of 9850 scale with increment on par with regular JTO's, The hearing is expected on 2/04/2009.

The CHQ are trying for one time measure upgradation/supernumerary posts by legal/unions.

All the officiating JTO's should take up the challenge to complete targets of 31/03/2009 for issue of landline, basic phones, FWT, MWT, broadband, EVDO, collection of pending dues and reconnections and make a point to improve our connections more than expectations.

HYDERABADMEETING/AP.STATEMEETING

The hyderabad meeting was held on 16-03-2009 at musheerabad exchange building. The meeting was started at 18:30hrs under the chairmenship of shri Y Ramakrishna Rao. The opening remarks and welcome address was given by Y.RK Rao and after that Mr Rajender Reddy gave his speech regarding Delhi trip, Mr Somaiah gave some suggestions regarding FR 26 and FR22(1)a(1) as per the FR and SR.all officiating officials may get increment in 9850 scale.Mr Prakash expressed his views regarding one time upgradation and not approaching to legal.Mr Srinivas gave his suggestions for supernumerary/one time measure and also suggests to take up this issue seriosuly with the Shri Suresh Kumar(G.S)BSNL Mazdoor Sangh and allied unions,Mr Shiva, Mr Ramkumar,Mr Krishnaiah,Mr Ramesh Babu,Mr Raghavender Rao,,Mr Radharaman, Mr Suryaprakash, Mr Nagabushnam, Mr T.Prabhakar, Mr Devender, Mr Siddique,Mr Ramganayakulu,Mr Pandarinath,Mr G.Kumar,Mr Anjireddy and many others requested for a meeting to be conducted on a state level basis in Hyderabad as early as possible.
Finally the central co-ordinator Kabeer Das explained detailed regarding court cases/supernumerary/one time measure upgradation,unions involvement, management status.
After the speech the following resolutions were passed

5)The SNATTA is humiliating the DOT recruitees TECHNICIANS/TTA's by underestimating their abilities, perhaps the SNATTA should be knowing that a building stands on the pillars.And i also want to state this fact that,"You don't kill your father just because he is old".
6)The JTO(O) officials challenging the work culture with SNATTA at any time,anywhere.Don't you remember the magnetotelephone to EVDO maintained by JTO(O) officiating officials,Do not forget the inventor(Graham Bell).

Qualification cannot dominate experience

The JTO(O) officials out of 2173, 90% of them are diploma holders,graduates,ITI and intermediate and many trainings taken in the department.Al are having minimum 20 years experience in the department.

Andhra Pradesh High Court Case
Hon'ble high court of AP in WP No 5188/2006 filed by Shri Ramesh Babu and 58 other TTA's and WP no 7992/2006 filed by Shri B.Prakash and 24 other TTA's

The judgement was already delivered and the department issued letters to petitioners and the same was submitted in Hyderabad CAT on 18-02-2009 to the hon'ble court stating "The induction to the restructured cadres started in the year 1994. The special dispention of higher pay scales prescribed under DOT letter no 1-38/98-MPP dated 20-04-1999 and 20-09-1999 has been granted to the officials of the restructured cadres by including the service rendered in the PRC, as such grant of OTBP/BCR to such officials would amount to double benefits to the restructured officials", but hon'ble judge did not accept the department's appeal and was one month time to implement next higher scale for TTA's.

The emergency meeting of JTO(O) association meeting was held on 18-02-2009 at Hyderabad at my residence at 18:00hrs.
The following resolutions were passed in the meeting
1)The Chandigarh court case CWP No 5608 of 2007 will be followed in higher court
2)FR22 1(a)1 will be implemented to all the JTo(O) officials i.e 9850 scale and increment on par with hon'ble court judgement of Kerela. FR 26 viz. if the officer/official fullfills the eligibility conditions for the next higher promotion for which officiating promotion is given.The pay may not be restricted by FR 35and may be fixed as per FR22I(a) (i) read with FR 26 in accordance with DOT letter no 1-4(36)/98-PAT dated 21-12-1998.
3)A delegation of JTO(O) association is going to meet United Forum of B.S.N.L unions General secratary's i.e (1) BSNL EU (2) BSNLMS(BTEF) (3) TEPU (4) SC/ST EWA (5) AIBCTES (6) BTU BSNL and (7) SNATTA for our JTO's one time upgradation.
4)Any relaxation of service condition for TTA recruitment rules or JTO 2001 recruitment rules and any amendment shall be strongly opposed unless completion of one time up gradation of all second screening qualified officials, who are now JTO(O) all over India 2173.
5)The management's position on one time up gradation for 2173 officials and supernumerary posts is cloudy.
6)All the state coordinators are requested to contact Central coordinator for further information.

The chandigarh court case WPC No 136/2008 referred to PCAT New Delhi.Hearing is expected on the 23-02-2009.

09-02-2009

1)The Bangalore meeting was held on 01-02-2009 at telecom building, seventh floor at 11hrs. The central coordinator attended and addressed the gathering.
2)The Gujrath state meeting held on 07-02-2009 at Ahmedabad under the chairmenship of Shri Manohar and B.A.Rao and the meeting was successfull.Thanks to Gujrath JTO(O)'s. The Gujrath members were trying for appointment of Shri Jyothiraditya Scindia.Ministry of state for Communication & I.T.
3)The Tirupathi(A.P) meeting was held on 01-02-2009. All India treasurer Rajender Reddy attended and addressed the gathering and the meeting was a success.

25-01-09

1)Congrats to Sri Namboodri(G.S employees union) and his team,P.Suresh Kumar(G.S B.S.N.L mazdoor sangh), V.Subburaman(G.S Tepu),Jakatiya(G.S S.C ,S.T) and alliance.
2)The T.N state convention was held successfully today i.e 25-01-09 at Salem.

Failure of chandigarh court case

The chandigarh court case was rejected by the judge.
A new case will be filed in supreme court within 90 days and a meeting will be held shortly.The details will be informed shortly.

Dear friends I am happy to inform our ADHOC CENTRAL COMMITTEE of our association and all the state coordinators are requested to back the central committee. 3)The Chandigarh court case hearing is postponed to 1o mar 2009.
4)The CMD and AGM personal IV exempted to attend personally in the court of Chandigarh.
5)The management is filing another affidavit in the Chandigarh court.
6)The Tamil Nadu JTO(o) convention will be held on 25 jan 2009 at salam.N.Kabeer Das &N.G.Ragavender Rao attending the meeting.
7) The Karnataka meeting will be held on 01/02/2009 at Bengaluru N.Kabeer Das is attending to the meeting.
8)The CHANDIGARH court case RA 442 Expecting Hearing on 23/02/2009 friday Message from Sri.N P.Mittal Advocate today at 16.00 hrs.
9) Sri .K. YERRANNAIDU Member of Parliement wrote a letter to hon,rbl MOC&IT sri A.RAJA .Lt no 169/CFM/08/PH 23rd December,2008 enclosed our Representation. SRI.A.RAJA MOC REPLY TO MP I have received your letter dated 23/12/2008 enclosing herewith a copy of representation of thiru N.Kabeerdas,Central Coordinator,jto(o)Association,BSNL INDIA regarding of TTA,s to jto,s in BSNL. Decions taken in the previous meetings

The JTO's(O) AP and India convention was held on 30-11-2008(Vijaywada) and 2-12-2008 (Hyderabad) The following decisions were taken by the members for regularisation of JTO promotion
1) The JTO's(O) association is strongly condemning the decision BOD's of BSNL in its 104th meeting held on 04-11-2008 who instead of challenging the judgement the department submitted the decision in chandigarh high court on 19-11-2008.
2) The decision will be challenged in court of law.
3) The chandigarh judgement also will be challenged filing SLP in Supreme court.
4) Our association meet to direct CMD BSNL and director HRD regarding supernumerary posts for 2173 officials all over India in 12 circles and 2 telecom districts.
5) Our association also met all the applicant unions(14) and executive associations(3) for getting regular promotion orders as early as possible.
6) Our association delegation will meet hon'ble MP's on 15-12-2008 or 16-12-2008 to pressurize the issue to hon'ble MOC and CMD BSNL.
7) The association also resolved maximum circles involved for our ONE TIME MEASURE upgradation/ supernumerary posts for left out officiating JTO's.
8) The associaton also resolved collect money and to their circle co-ordinator account whenever necessary for central co-ordinator Sri N.Kabeer Das JTO Hyderabad in his account for judiciary and other works.
9) The 9 circle delegation is going to Delhi on 15-12-2008 (for 5 working days ) A.P/T.N/KTK/MR/U.P(EAST)/M.P/CHATTISGARH/KERALA and RAJASTHAN.
10)The JTO(O) also resolved. KIndly give wide publicity to our JTO(O) brothers all over India for getting our promotion as early as possible. The second screening test qualified officials who all are not becoming JTO's will not allow to conduct a third screening test and there will be no question of relaxation of service condition ammendment in JTO(R.R 2001)
